"Hazardous Materials: Managing the Incident" is designed to develop the knowledge and skills necessary for emergency response personnel to safely and effectively manage a hazardous materials emergency. It is based upon a hazardous materials operations and training system which was originally developed by the authors and the members of the Prince George's County, Maryland Fire Department - Hazardous Materials Response Team. Over the years, this system has subsequently been adopted and improved upon by a number of public safety, military and industrial response teams.
This textbook is based upon a systematic procedure for managing hazardous materials emergencies, known as the Eight Step Process. The Eight Step Process establishes a management structure which fits any size or level of hazmat response; it provides an incident management framework with one specific goal - to maximize safety for emergency response personnel and the general public.
