NFPA 403, Aircraft Rescue and Fire Fighting (ARFF) Services at Airports addresses the minimum number of fire service vehicles and the amount of extinguishing agent vehicles must carry to the scene of an aircraft accident. The 2003 edition provides minimum staffing levels for airport fire departments, and introduces 10 airport categories based on the largest aircraft scheduled into the airport.

* A new mandate for a task analysis to determine additional staffing requirements (plus a recommended approach in Annex A).
* New requirements addressing quantities of extinguishing agent related to the response, plus the discharge times associated with the various agents.
Since a major aircraft accident would typically involve a spill fire of the fuel onboard the aircraft, the main extinguishing agent is foam. A secondary agent of either dry chemical or halogenated agent is required for fires such as engine fires or a flowing fuel fire from a clipped wing.
